Changes the Veterans and Servicemembers Court Act to allow programs to be operated in "one or more counties" within a judicial circuit instead of being limited to a single county.

Maintains Chief Judge discretion to establish Veterans and Servicemembers Court as either a separate court or as part of an existing problem-solving court (drug court, mental health court, etc.).

Permits veteran and servicemember defendants from all counties within a judicial circuit to participate in the court program regardless of where the court is physically located.
