SB1240 Summary

• Amends the Public Utilities Act to expand supplier diversity reporting requirements to telecommunications carriers with at least 35,000 subscriber access lines, cable and video service providers, wireless telephone carriers, and internet service providers serving Illinois residents.

• Requires covered entities to submit annual reports on procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises, expressed as a percentage of total work performed.

• Annual reports must include eight components: participation plans, goal increase strategies, targeted procurement areas, vendor outreach plans, challenges faced, recognized certifications, vendor contact information, and success stories.

• Illinois Public Utilities Commission shall publish an online database with company contacts for supplier diversity and maintain all annual reports on its website for at least 5 years.

• Takes effect immediately upon becoming law.
