Department may issue a maximum of 5 commercial licenses for taking yellow perch, bloater chub, and other commercial fish species designated by Department rule from Illinois waters of Lake Michigan.

All licenses issued under this Section shall be valid for 3 years, and catch limits established by the Department shall be the same for all active licensees.

Director shall advertise public drawings to accept qualified commercial fishing candidates and establish a ranking order to fill open Lake Michigan commercial fishing licenses, continuing to use this ranking order until the eligible candidate list is exhausted.

Eliminates specific provisions from prior law regarding license issuance based on 1975 lottery drawing results and historical license holders as of April 1, 1992, replacing them with the new public drawing system.
