Changes the mental fitness examination report requirement from 30 days to differentiate timelines based on charge severity: one year for felony defendants, and no longer than the maximum term of imprisonment for misdemeanor defendants.

Modifies treatment plan report filing frequency from every 60 days to every 90 days for defendants acquitted by reason of insanity and placed in inpatient mental health care.

Requires all forensic interviews conducted by court-appointed or retained examiners to be videotaped unless impractical, with lack of videotaping affecting weight rather than admissibility of expert testimony.

Establishes procedures for defendants found not guilty by reason of insanity to receive evaluations and placement determinations by the Department of Human Services, with courts determining whether inpatient care, outpatient services, or discharge is appropriate.

Takes effect January 1, 2018, and applies to all persons currently committed to the Department of Human Services following acquittal by reason of insanity.
