• Requires license applicants to provide name, address, and legal description with GPS coordinates of cultivation land; Department sets license duration and renewal requirements by rule.

• Department must establish application and licensing rules within 240 days, including one yearly standard inspection and one yearly surprise inspection of licensed operations.

• Creates Industrial Hemp Regulatory Fund to collect and utilize all fees and fines for program implementation, administration, and enforcement.

• Exempts licensed industrial hemp from Illinois Noxious Weed Law and Cannabis Control Act; reserves state authority over industrial hemp regulation and prohibits local government concurrent regulation except as specified.
