IL SB1301

Allows non-residents 21 years or older to carry handguns in Illinois if they possess a valid concealed carry license or permit from a state recognized by the Department.

Department must recognize permits from states with training requirements substantially similar to Illinois law and must enter reciprocal agreements with contiguous states (Iowa, Missouri, Wisconsin, Indiana, Kentucky) that recognize Illinois concealed carry licenses.

Non-residents carrying under this provision are subject to the same laws and restrictions as Illinois-licensed residents.

Out-of-state residents who establish Illinois legal residence may continue using their out-of-state permit for 90 days, established by voter registration, obtaining an Illinois driver's license, or filing for homestead tax exemption.

Takes effect immediately upon becoming law.
