Requires that once a collective bargaining agreement is reached between public or educational employers and employees, the agreement must be reduced to writing and published on the employer's website.

Mandates public employers hold an open public meeting on ratification of collective bargaining agreements not less than 14 days after publishing the agreement on their website.

Requires any individual employment contract with total compensation exceeding $150,000 to be published on the public employer's website for at least 14 days before being signed by both parties.

Mandates a public meeting be held on contracts exceeding $150,000 if board approval is required, with no contract taking effect until after publication and the public meeting.

Makes conforming changes to the Open Meetings Act and Freedom of Information Act to require that meetings on collective bargaining ratification and high-value contracts be open to the public.
