IL SB1315

Amends the Workers' Compensation Act to require automatic appropriation from multiple state funds (Illinois Workers' Compensation Commission Operations Fund, Rate Adjustment Fund, Settlement Fund, and Second Injury Fund) to cover deficiencies in the Injured Workers' Benefit Fund when insufficient moneys exist to pay all claims.

Establishes a minimum payout of 364 weeks of death or permanent total disability benefits in a lump sum from the Injured Workers' Benefit Fund, in addition to any benefits under Section 8(a) or (b).

Creates a rebuttable presumption that an employer knowingly failed to comply with workers' compensation insurance requirements if proof shows the employer was not insured or is not currently insured.

Requires Employee Leasing Companies (ELCs) to provide the Illinois Workers' Compensation Commission with information regarding client companies listed as additional named insureds, informational schedules, and certificates of insurance coverage.
