• Creates the Homeland Security Preparedness Fund as a special fund in the state treasury managed by the Illinois Emergency Management Agency.

• Establishes a $3 vehicle registration surcharge beginning in 2018 for first division motor vehicles, motorcycles, motor driven cycles, and pedalcycles to fund homeland security preparedness.

• Exempts government units and 501(c)(3) organizations from paying the surcharge.

• Requires the Illinois Emergency Management Agency to distribute funds as follows: 33% for law enforcement mutual aid, 33% for fire protection mutual aid, and 34% for statewide preparedness projects and programs.

• Directs funds to be used for statewide mutual aid systems, interoperable communications, emergency incident planning, prevention, response, and terrorism intelligence programs.
