SB1320 - Innovations for Transportation Infrastructure Act

• Authorizes the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities as alternatives to traditional design-bid-build methods.

• Limits use of these alternative delivery methods to 20% of the Department's 5-year highway program (with no single year exceeding 30%) and 20% of the Authority's annual program; allows the Department to use Construction Manager/General Contractor method for up to 2 facilities.

• Establishes two-phase procurement process for design-build contracts (qualifications phase, then proposals phase) with short-listing of 2-5 most qualified proposers; allows single-phase procurement for projects under $5,000,000 or with executive approval.

• Permits bidders and proposers to submit Alternative Technical Concepts that deviate from contract requirements if they provide equal or better solutions; limits design-bid-build Alternative Technical Concepts projects to 3 maximum.

• Requires Transportation Agencies to conduct best-interests analysis before using alternative delivery methods, maintain procurement records, and comply with prevailing wage, minority/disadvantaged business enterprise, and federal requirements applicable to transportation projects.
