Changes the definition of "child" in the grooming statute (Section 11-25) from unspecified to explicitly "a person under 17 years of age."

Changes the offense title and terminology in the traveling to meet a minor statute (Section 11-26) from "traveling to meet a minor" to "traveling to meet a child" and defines "child" as "a person under 17 years of age."

Updates the Sex Offender Management Board Act and Sex Offender Registration Act to reflect these terminology changes, replacing "minor" with "child" in multiple sections and adding the new offense to relevant sex offense definitions.

Clarifies that grooming is a Class 4 felony and traveling to meet a child is a Class 3 felony.

Expands the definition of sex offenses under registration requirements to include the traveling to meet a child offense in child sex offender restriction statutes.
