SB1328 Summary

• Raises minimum fines for felonies, misdemeanors, and petty offenses from $25 to $75 unless otherwise specified by law, effective July 1, 2019.

• Modifies criminal and traffic assessment schedules and reporting requirements for circuit court clerks, with assessments scheduled to be repealed January 1, 2021.

• Lowers income thresholds for civil fee waivers from 200%-400% of poverty level to 125%-200% of poverty level for indigent persons in civil actions.

• Changes DUI analysis fees to assessments for juveniles and removes the adult DUI analysis fee provision, redirecting funds to State Crime Laboratory Fund instead of State Police Operations Assistance Fund.
