IL SB1329

Amends the Division of Banking Act to prohibit state-chartered banks from discriminating against individuals or entities based on appearance on domestic or foreign blacklists.

Repeals the Check Printer and Check Number Act and removes references to it from the Illinois Banking Act deposit fund requirements.

Requires non-financial institution operators of cash-dispensing terminals to post a telephone number on terminals for consumer complaints and the Department's phone number.

Removes previous requirements for non-financial institutions to file notices of terminal establishment or ownership with the Commissioner and annual ownership statements.

Allows the Commissioner to examine terminal operators subject to multiple consumer complaints and assess civil penalties up to $1,000 for first violations and up to $10,000 for subsequent violations.
