Amends Section 3-5018 of the Counties Code regarding county recorder fees for document recording and related services.

Makes a technical grammatical change to the opening language of the fee section (correcting article usage from "The" to "The").

Maintains existing fee schedules for recording deeds, mortgages, maps, plats, and providing certified/non-certified copies of records.

Preserves provisions for special funds and surcharges including the Recorder's Automation Fund, Geographic Information System fees, and the Rental Housing Support Program State surcharge of $9 per real estate-related document.

Retains authority for county boards to increase fees above statutory maximums when justified by cost studies, except for state agency filings which remain capped at statutory rates.
