Amends Section 607 of the Unemployment Insurance Act to create a new work requirement for benefit years beginning on or after January 1, 2018.

Requires individuals to be reemployed and earn wages equal to or exceeding their current weekly benefit amount in each of 4 calendar weeks to qualify for benefits in the second benefit year.

Earnings must be from employment or reported under the Federal Insurance Contributions Act, with employing units submitting certification statements.

Replaces the previous requirement (for benefit years 1972-2017) of earning wages equal to 3 times the weekly benefit amount with a stricter standard requiring earnings in 4 separate weeks.
