Extends the payment deadline for inspection fees from immediate payment to within 60 days after notice of issuance from the Department.

Changes the collection authority for unpaid administrative penalties of $2,500 or greater from the Attorney General's office to the Department of Revenue, with collection under the Illinois State Collection Act of 1986.

Increases the payment deadline for administrative penalties of $2,500 or greater from 60 days to 120 days before submission for collection.

Authorizes the Department to prohibit use of commercial weighing or measuring devices for failure to pay an administrative monetary penalty within 60 days of notice.
