Exempts agencies under the Governor's Travel Control Board from standard mileage reimbursement requirements that apply to other state agencies.

Allows the Governor's Travel Control Board to establish its own mileage reimbursement rates for employees using personal vehicles for state business, with rates set by the Board and adjusted periodically upon advice from the Department of Central Management Services.

Requires mileage rates to be based on a formula considering fluctuations in vehicle operating costs and state vehicle operating costs, but cannot exceed the federal rate under 5 U.S.C. 5707(b)(2).

Mandates the Governor's Travel Control Board to review mileage reimbursement rates at least once per year and formalize the formula used for determining rate adjustment recommendations.
