Amends the Insect Pest and Plant Disease Act to modify Section 16 regarding pest and plant disease inspections of public grounds.

Changes the Department's obligation from mandatory compliance with inspection requests to discretionary review, allowing the Department to comply "as deemed appropriate."

Municipalities, park boards, and other entities controlling public grounds may still apply to the Department for inspections of insect pests or plant diseases.

Department shall send applicants a statement of findings and pertinent recommendations following any inspection conducted.

Repeals Section 4.01 of the Insect Pest and Plant Disease Act and takes effect upon becoming law.
