• Amends Section 10-22.31 of the School Code regarding special education joint agreements between school boards.

• Allows an elementary school district meeting specific criteria (2014-2015 average daily attendance of 5,209.57 and equalized assessed valuation between $451,500,000-$452,000,000) to withdraw from a 6-district special education joint agreement with 60 days' notice and a comprehensive plan approved under Section 14-4.01.

• Establishes that such withdrawal is independent of normal withdrawal procedures under subsections (a), (g), and (h), and requires the joint agreement's governing board to distribute notice and allocate remaining assets and liabilities among member districts.
