Amends the Freedom of Information Act to add security portions of system safety program plans, investigation reports, and related data compiled by the Illinois Department of Transportation, Regional Transportation Authority, and St. Clair County Transit District to the list of exempt records from public disclosure.

Grants the Illinois Department of Transportation authority to develop and implement a system safety program standard for rail fixed guideway systems in compliance with 49 U.S.C. 5329 and 49 CFR Part 674, including procedures for regulation, investigation, inspection, audit, and enforcement.

Shields security-related safety documents and information from discovery in civil court proceedings and protects the Department, Regional Transportation Authority, St. Clair County Transit District, and their respective officials and employees from civil liability for acts or omissions related to safety oversight, except for willful or wanton conduct.

Requires the Metropolitan Transit Authority and Regional Transportation Authority to comply with federal safety requirements under 49 U.S.C. 5329 as mandated by the Department of Transportation.

Repeals the Bi-State Transit Safety Act.
