IL SB1375

Amends the Public Contract Fraud Act to exempt Department of Transportation projects from penalties when title to all land has not been obtained but a voluntary right of entry to occupy and use the property has been obtained from the property owner.

Exempts projects constructed by the Department of Transportation or Illinois State Toll Highway Authority using design-build contracts, construction manager contracts, public-private agreements, or alternative technical concepts project delivery methods from certain title requirements.

Maintains existing exemptions for projects under the Superconducting Super Collider Act and Bikeway Act, and for acquisitions under $10,000 for highway rights-of-way, utility easements, and water resource projects.

Preserves exemptions for Illinois Building Authority premises and leasehold improvements made by state agencies with appropriate leasing authority.

Effective immediately upon becoming law.
