Amends the Department of Transportation Law to update references from the Interstate Commerce Commission to the federal Surface Transportation Board for rail abandonments and assistance matters.

Authorizes the Department of Transportation to exercise powers necessary to qualify for federal rail assistance funds under relevant federal and state legislation, including establishing and administering a state rail transportation plan.

Empowers the Department to enter into agreements with railroads to provide freight service assistance on lines designated for discontinuation or subject to abandonment proceedings within Illinois.

Grants the Department authority to make rail continuation subsidy payments, provide technical assistance to local bodies and rail users, and purchase railroad materials and supplies to maintain and improve rail facilities.

Eliminates the requirement for the Department to annually report to the General Assembly on the effects and cost-effectiveness of rail freight service assistance programs.
