Extends hospital assessment period from State fiscal year 2018 through 2020 across multiple sections of the Illinois Public Aid Code governing hospital provider funding.

Modifies Safety-Net Hospital provisions to continue through June 30, 2020, maintaining qualification requirements based on Medicaid Inpatient Utilization Rate (MIUR) and charity care percentages.

Extends inpatient and outpatient hospital assessments through State fiscal year 2020, with assessment rates calculated on occupied bed days and outpatient gross revenue.

Extends ACA Assessment Adjustment period through December 31, 2019, allowing continued additional assessments to generate supplemental payments to hospitals for Medicaid services.

Changes the repeal date for Sections 5A-2 and 5A-12.2 and 5A-12.4 from July 1, 2018 to July 1, 2020, and extends hospital rate reform transition period to June 30, 2020.
