Amends the Department of Veterans Affairs Act by making a technical change to Section 37 concerning the Illinois Joining Forces Foundation (removing duplicate word "that").

Authorizes the Department of Veterans' Affairs to create the Illinois Joining Forces Foundation as a not-for-profit foundation to promote and sustain the Illinois Joining Forces initiative, which provides a coordinated support system for service members, veterans, and their families.

Establishes a Board of Directors with seven appointed members (one each from the Governor, President of Senate, Senate Minority Leader, House Speaker, House Minority Leader, plus two from state departments) plus members of the Illinois Joining Forces Executive Committee appointed by the Director of Veterans' Affairs.

Allows the Foundation to solicit and accept grants, donations, and bequests from federal, state, and private sources, with funds held outside the state treasury and not subject to the Public Funds Investment Act.

Prohibits the Foundation from receiving grants from the Department of Veterans' Affairs or Department of Military Affairs, and restricts the Foundation from using eminent domain or making permanent improvements to real property.
