• Expands exemptions from the Illinois Procurement Code for public-private agreements and leases of clinical space by public institutions of higher education for scientific and medical research.

• Increases small purchase threshold and other procurement thresholds from $10,000 and $30,000 to $100,000, with annual adjustments for inflation.

• Changes contractor authorization requirement from time of bid/proposal submission to time of contract execution.

• Authorizes best value procurement for heavy mobile fleet vehicles and off-road construction equipment by higher education institutions, Department of Agriculture, Department of Transportation, and Department of Natural Resources through June 30, 2020.

• Includes public institutions of higher education in design-build contract provisions and allows exemptions from fuel economy requirements for vehicles based on intended use or health and safety considerations.
