Amends Section 9-8.5 of the Illinois Election Code regarding campaign contribution limits for self-funding candidates.

Modifies the self-funding candidate provision so that when a candidate files a "Notification of Self-funding" with the State Board of Elections, only OTHER candidates for that office (not the self-funding candidate themselves) are permitted to accept contributions in excess of the normal limits.

Previously, all candidates including the self-funding candidate could accept excess contributions; this bill excludes the self-funding candidate from that privilege.

The self-funding threshold remains $250,000 for statewide office or $100,000 for all other elective offices during the 12 months prior to an election.
