Waives the $10 search fee for birth records when a person released on parole, mandatory supervised release, final discharge, or pardon from the Department of Corrections presents a verification form with their date of birth and social security number (limited to one waiver per person).

Waives the $5 additional fee for certified copies of birth records for individuals released from the Department of Corrections under the same conditions and verification requirements (limited to one waiver per person).

Maintains existing fees of $10 for record searches, $5 for certified birth certificate copies, and $2 for certified death certificate copies for other applicants.

Allows organizations chartered by Congress to request death verification certificates without fee.

Establishes that commemorative birth certificates issued by the State Registrar require no search fee.
