Creates an Internet program allowing individuals 18 years or older to purchase lottery tickets online through the Illinois Department of the Lottery without using a traditional retailer.

Restricts online lottery ticket sales to transactions initiated and completed exclusively within Illinois and requires the Department to adopt rules including marketing requirements for infrequent players and purchase limitations per account.

Requires the Department to submit the program plan to the U.S. Department of Justice for review before implementation and prohibits program launch unless the DOJ does not object within a reasonable timeframe.

Initially limits online sales to Lotto, Mega Millions, and Powerball games, though the Department may request DOJ approval to expand offerings beyond these games.

Authorizes a private manager selected under Section 9.1 to implement and administer the program pursuant to a management agreement and repeals this section on July 1, 2018.
