Defines "remote starter system" as a device installed in a motor vehicle that allows the engine to be started by remote or radio control.

Amends unattended vehicle law to exempt locked vehicles with engines running after being started by a remote starter system from the requirement to stop the engine and remove the key.

Adds remote starter system operation as an exemption to the diesel vehicle excessive idling restrictions in affected counties (Cook, DuPage, Lake, Kane, McHenry, Will, Madison, St. Clair, Monroe, and specified townships in Grundy and Kendall counties).

Maintains existing excessive idling penalties of $90 for first conviction and $500 for subsequent convictions within 12 months, with fines distributed to the General Revenue Fund, law enforcement agencies, and the Trucking Environmental and Education Fund.

Takes effect upon becoming law.
