IL SB1432

Creates the Safe Autonomous Vehicle (SAVE) Act to authorize motor vehicle manufacturers to operate autonomous vehicles on Illinois public roads after self-certification and notification to the Department of Motor Vehicles.

Requires participating manufacturers to have tested autonomous vehicles for at least 1,000,000 miles, maintain $10,000,000 in insurance/surety, and equip vehicles with automated driving systems, crash notification technology, data recording systems, and two-way communication technology.

Deems the automated driving system as the licensed driver for traffic law purposes, exempts it from certain licensing requirements, and makes the manufacturer liable for incidents where the autonomous system is at fault.

Establishes manufacturers determine geographic boundaries for their projects and must maintain incident records and provide safety summaries to the Department of Motor Vehicles and National Highway Traffic Safety Administration.

Imposes $10,000 fine for first violation of eligibility requirements and classifies second or subsequent violations as Class A misdemeanor; preempts local home rule authority over autonomous vehicle regulation.
