Repeals the Interagency Coordinating Council Act (20 ILCS 3970).

Amends the Persons with Disabilities on State Agency Boards Act by removing the Interagency Coordinating Council from the definition of "state human services agency."

Expands the Employment and Economic Opportunity for Persons with Disabilities Task Force membership to include directors from Central Management Services, Juvenile Justice, Board of Higher Education, and Illinois Community College Board.

Requires the Task Force to focus on post-secondary transition of youth with disabilities, including data collection, interagency agreements, and tracking outcome measures such as graduation rates, post-secondary education participation, and employment outcomes.

Mandates the Task Force to develop in-service training programs for consumers and families regarding post-secondary transition services and evaluate Illinois' compliance with federal Workforce Innovation and Opportunity Act requirements.
