Amends Section 456 of the Illinois Insurance Code regarding workers' compensation and employers' liability insurance rate-making.

Beginning January 1, 2019, for employers correctly classified in the construction industry, insurance charges must be based on hours worked by employees in specific job categories, not on wages or salaries paid.

Makes technical and grammatical corrections to existing rate-making provisions, including changes to punctuation and word choices in subsections (a) through (d).

Maintains existing requirements that rates not be excessive, inadequate, or unfairly discriminatory, and that rating plans include a mandatory deductible offer for medical benefits of at least $1,000 per accident.
