Amends the Public Utilities Act to exempt alternative retail electric suppliers that operate combined heat and power systems from renewable energy procurement requirements and alternative compliance payments under the Illinois Power Agency Act.

Exemption applies to suppliers operating combined heat and power systems in Illinois or through corporate affiliates that supply electricity primarily to facilities owned by the supplier, electrically integrated facilities, or adjacent facilities.

The exemption extends to retail customers of qualifying alternative retail electric suppliers, exempting them from paying charges to recover costs for procuring renewable energy credits.

Provides transition provisions through May 31, 2019, after which obligations to procure renewable energy resources and make alternative compliance payments terminate, though unpaid obligations through that date remain enforceable.
