• Amends the Wildlife Code to eliminate the distinction between resident retail and wholesale fur buyers by repealing Section 3.12 and consolidating requirements under a single "resident fur buyer" permit system.

• Reduces the annual resident fur buyer permit fee from $125.00 to $50.00 and changes permit expiration dates from April 30 to March 31.

• Establishes new record-keeping requirements for all fur buyers and non-resident auction participants, including transaction records with dates, hide quantities, prices, and customer identification numbers to be retained for 2 years.

• Requires fur buyers and non-resident auction participants to issue numbered receipts to sellers of green hides and submit annual reports to the Department showing all hides received, purchased, or collected during the 12-month period ending May 1.

• Expands the definition of fur tanner permit holders to exempt those engaged solely in processing and returning hides without buying or selling them, and updates permit expiration dates to March 31.
