Adds Lake County to the list of counties (Kane County and Will County) authorized to impose a judicial facilities fee by ordinance for building new judicial facilities.

County boards may set different fee rates for various civil and criminal case types, not to exceed $30 per case, with approval from the Chief Judge of the applicable judicial circuit.

In civil cases, fees are paid by each party when filing the first pleading; in criminal cases, fees are assessed against defendants upon conviction, supervision order, or probation sentence.

Fees are not imposed in local, county ordinance, traffic, and conservation cases if fines are paid in full without a court appearance.

All fee proceeds must be deposited into a Judicial Department Facilities Construction Fund and used solely for building new judicial facilities within the county.
