Reduces timeline for conducting petition filing lotteries from 9 days to 5 days following the last day for petition filing, and reduces written notice requirement from 7 days to 5 days.

Removes requirement to notify organizations of citizens entitled to have pollwatchers present about lottery proceedings; allows simultaneous filer candidates to receive notice of lottery time and place at time of filing.

Requires any campaign, party, or organization conducting vote by mail operations to provide voters with postage-paid, pre-addressed return envelopes directed only to the appropriate local election authority.

Extends permanent early voting polling place hours through the end of the second day before election day (rather than through the end of the day before election day).
