Amends the Statute on Statutes to clarify that nomination petitions, vacancy-filling resolutions, write-in candidate declarations, and public question petitions shall not be considered filed until physically received by the appropriate election authority (changes "may" to "shall not").

Removes the provision allowing resolutions filling nomination vacancies sent by U.S. mail with a postmark dated before the 3-day deadline to be deemed timely filed; now requires actual receipt by the certifying officer or board within 3 days of the vacancy.

Changes the language in the Election Code from "sent by U.S. mail or personal delivery" to "filed with" the certifying officer or board, establishing receipt as the operative filing standard rather than mailing date.

Applies the stricter filing requirement to resolutions filling vacancies in nomination, declarations of intent to be write-in candidates, and nomination petitions for public questions.

Takes effect immediately upon becoming law.
