Amends Section 8-102 of the Illinois Human Rights Act to make a technical correction, changing "the the other powers" to "the other powers"

Requires the Illinois Human Rights Commission to implement a formal, unbiased training program for hearing officers covering substantive and procedural aspects, current human rights law, specialized lectures, departmental orientation, case observation, hypothetical exercises, writing skills, and computer skills

Mandates ongoing professional development programs for hearing officers to keep them informed of recent legal developments and maintain professional competence

Applies to hearing officers who must be licensed attorneys and full-time Commission employees
