• Removes the requirement that vote by mail voters sign the exterior of the return envelope containing their ballot.

• Eliminates the requirement for voters to endorse their certificate on the back of the envelope before mailing.

• Removes the authorization form that previously required voters and authorized delivery agents to complete documentation on the exterior envelope for ballot delivery.

• Maintains existing provisions allowing voters to mail ballots themselves or authorize others to deliver them to election authorities.
