Amends the Illinois Pension Code Section 14-110 to include security employees of the Department of Juvenile Justice as eligible for alternative retirement annuity benefits under the same terms as Department of Corrections security employees.

Modifies degree requirements for Department of Juvenile Justice personnel hired after the effective date to require "any" bachelor's or advanced degree from an accredited college or university, removing the previous requirement for specialization in criminal justice, education, psychology, social work, or related social sciences.

Allows persons providing vocational training at the Department of Juvenile Justice to meet requirements through adequate knowledge in their skill area without needing a specific degree.

Changes notification procedures for Department of Juvenile Justice to use regular mail and telephone or electronic message to notify parents, guardians, or relatives of committed youth about physical location and changes in location.
