SB1527 Summary

• Renames the "Illinois Workforce Investment Board" to the "Illinois Workforce Innovation Board" and updates all references from the federal "Workforce Investment Act of 1998" to the "Workforce Innovation and Opportunity Act" (WIOA) throughout Illinois state law.

• Updates the composition and appointment procedures for the Illinois Workforce Innovation Board to align with federal WIOA requirements, including provisions for state agency officials and representatives from business, labor, education, and community organizations.

• Modifies the Open Meetings Act to allow certain public bodies with statewide jurisdiction, large library systems, transit districts, and local workforce innovation areas to hold meetings simultaneously at multiple locations via interactive video conference while counting all physically present members toward a quorum.

• Updates references in multiple state agencies and programs (Department of Human Services, Department of Commerce and Economic Opportunity, Department of Employment Security, Higher Education Student Assistance Commission, and others) to reflect the transition from the federal Workforce Investment Act to WIOA.

• Makes conforming changes to unemployment insurance provisions, public assistance programs, youth development councils, and other workforce-related initiatives to reference WIOA instead of the Workforce Investment Act of 1998.
