State Board of Education must prepare State, school district, and school report cards by October 31, 2013 and annually thereafter, distributing them to all school districts by the most economical means.

School report cards must include data on school characteristics, student demographics, curriculum information, student outcomes, student progress, and school environment indicators, with comparisons to State averages, 5-year historical data, and similar schools.

"Average daily attendance" is defined as the average of actual attendance days during the previous school year for enrolled students subject to compulsory attendance; district report cards must include average daily attendance for special education students and students with 504 plans.

School districts must present report cards at a school board meeting within 30 days of receipt, post them on the district website if available, provide to local newspapers, and send printed copies to parents upon request or automatically if no website exists.

State Superintendent has discretion to amend or update any metrics on school, district, or State report cards in consultation with education stakeholders.
