Requires privately held public water utilities to submit annual reports to the Illinois Commerce Commission on April 1 each year, beginning the year after the act's effective date.

Reports must include for each district served: Statement of Operating Income with Adjustments, capital improvement project costs exceeding $250,000, planned capital improvements, usage and revenue data by customer class, and water quality reports.

Reports must contain information on major water leaks, water loss summary, boil orders, water sources (surface vs. ground water), and allocated common costs with methodology descriptions.

Utilities must provide separate reports for each municipality or district served and certify the accuracy of all information provided.

Act takes effect immediately upon passage.
