IL SB1540

Prohibits legislators from negotiating employment with lobbying entities that are actively lobbying members of the General Assembly during the legislator's current term of office.

Prevents former legislators from engaging in paid lobbying with members of the General Assembly for one year after leaving office, though unpaid lobbying remains permitted.

Establishes a one-year "revolving door" restriction for former state employees and officers from accepting employment with entities that had $25,000 or more in state contracts or were subject to regulatory decisions by their former agency during the preceding year.

Requires state agencies to adopt policies identifying positions involved in state contract awards or regulatory/licensing decisions and to notify employees in those positions of post-employment restrictions.

Creates an Inspector General review process for disputed post-employment restrictions, with appeals available to the appropriate Ethics Commission within 10 calendar days.
