Amends the Emergency Telephone System Act to exempt local, municipal, and State police and fire departments from the $0.87 monthly surcharge on cell phones owned by those departments when used for emergency response communications.

The exemption applies only to cell phones owned by the department itself, not personal devices used by officers or firefighters.

Telecommunications carriers and wireless carriers must continue collecting the $0.87 monthly surcharge from other customers and remit funds to the Statewide 9-1-1 Fund within 30 days.

Carriers failing to remit surcharges or required subscriber zip code information face penalties of either $25 per month or a percentage of delinquent amounts, whichever is greater.
