• Permits emergency harvest vehicles to operate on federal and state highways (except interstate highways) during declared emergencies, with no fee charged for authorization.

• Authorizes local authorities to waive special permit requirements and allow divisible load weight limits up to 10% above a vehicle's registered gross weight during harvest season emergencies.

• Applies emergency harvest exemptions to registered vehicles used in private or for-hire movement of divisible load agricultural commodities including crops, livestock, ensilage, fruits, and vegetables.
