Establishes that motor vehicle accident data (excluding actual reports, personal identifying information, and legally prohibited disclosures) can be made publicly available under new Section 1-146.5.

Removes confidentiality protections previously granted to accident reports and supplemental reports submitted by law enforcement officers to the Secretary of State and Department of Transportation.

Allows the Department to furnish accident reports and data to federal, State, and local agencies conducting highway safety research, as well as to contractors with agreements to complete highway safety studies, without cost.

Permits the Department to charge fees to the general public for motor vehicle accident data upon written request, with fees to be deposited in the Road Fund for accident records and data costs.

Modifies accident report requirements to allow electronic format submissions and clarifies that supplemental reports may be used for accident studies and statistical or analytical purposes.
