IL SB1581

Amends Section 5-9-1 of the Unified Code of Corrections to modify additional penalties added to criminal and traffic fines, except parking, registration, and pedestrian violations.

Creates a two-tiered penalty structure for violations of Section 15-111 of the Illinois Vehicle Code: $15 for each $40 (or fraction thereof) of the first $330 of fine imposed, then $10 for each subsequent $40 of fine imposed.

Maintains $15 additional penalty for each $40 (or fraction thereof) of fines for all other violations not covered by Section 15-111.

Directs the State Treasurer to allocate collected surcharges as follows: $1 per $40 to LEADS Maintenance Fund, $3 per $40 to Law Enforcement Camera Grant Fund, and remaining amount to Traffic and Criminal Conviction Surcharge Fund.

Preserves existing additional fees for driving under the influence convictions: $100 fee for Trauma Center Fund and $5 fee for Spinal Cord Injury Paralysis Cure Research Trust Fund.
