IL SB1582

Amends the Freedom of Information Act to require each public body designate one or more public officials or employees of the public body (rather than just "officials or employees") to serve as Freedom of Information officers.

Requires Freedom of Information officers to note the date requests are received, compute response deadlines, maintain copies of requests and documents, and create files documenting the original request, response, and all communications.

Mandates all Freedom of Information officers complete an electronic training curriculum developed by the Public Access Counselor within 6 months of the effective date, then complete annual training thereafter.

Requires newly designated Freedom of Information officers to successfully complete the electronic training curriculum within 30 days of assuming the position.

Makes completion of required training a prerequisite for continuing to serve as a Freedom of Information officer.
