Amends the Crematory Regulation Act to allow cremated remains to be scattered on Department of Natural Resources property designated for outdoor recreation or natural resource conservation, in addition to cemetery property.

Expands the definition of "scattering area" to include DNR-owned land that has been specifically designated as a scattering area for cremated remains.

Permits cremated remains to be mixed with or placed on top of soil or ground cover at designated scattering areas on DNR property.

Modifies Section 5 (Definitions) of the Crematory Regulation Act, with the section scheduled for repeal on January 1, 2021.
